My Steam, for some vaguely odd reason, wouldn't let me log on on my Good PC today so I tried logging on my Old PC. It worked on my Old PC but not on my Good one. So I tried to reinstall Steam on my Good PC - Saving all my Game files by Cutting and Pasting them. And now I am left with Steam saying its "UPDATING" when the freaking bar isn't moving/doing anything at all.
Any Help? Please?

Wow, how long did you let it see to see if it would move?
Mine can take hours sometimes.

Well I've left the Update bar there for about... 4 hours. IT HASN'T MOVED. AT ALL.

Delete the Gmod folder.
Pause the update and resume. Steam forgets to update.

No I mean the actual STEAM is updating. As in like when you delete your Client Registry.blob file. Its not updating, I've deleted everything to do with STEAM and nothing is happening.
HALP.

Whenever my Steam freezes on the updating bar, its because my ports aren't forwarded correctly.
Its because the first thing steam does when it starts up is check for updates, so if your ports aren't allowing outgoing connections (I.E. the correct ports aren't open), you have to learn how to forward them. Go to http://www.portforward.com to learn how to do this.
There is also the option of PFConfig, which will automatically open the correct ports that your computer program tries to use.
Also I'm wondering if you have a Netgear router? For some odd reason they'll randomly decide weather or not its going to work; at least thats whats been happening to me.
I hope this helped. I'm about 75% sure that this will fix it.

Known issues with Internet Service Providers (ISPs)
There are several ISPs which block ports required for the proper operation of Steam and Steam games:
Dutch Telecom (Steam traffic blocked)
ISPFree (Steam traffic blocked)
TalkTalk (bandwidth throttling reduces download speeds)
Bluewin (Firewall blocks Steam from provider side - must be disabled through provider's service portal)
012.net (Reported to have connection trouble with downloading game updates and connecting to game servers)
There are connection issues with certain ISPs that can be avoided depending on what type of cable/DSL modem and router you have.

Magically, my Steam fixed itself overnight. I logged onto my PC and it started Updating. Guess yesterday was a bad day for me. (I broke my Headset Speaker, lost my Data on GTA4 and deleted all my Source Games :/)

Yeah lol, I got pissed at Steam, threw the mic and the Speaker fell off. I fixed it now :D

I did the same thing with my Xbox 360 Headset and it broke in half. It has tape holding it together now but it still works perfect and it actually fits better.

I assume you actually tried restarting your computer when it stopped updating, as that is what probably fixed it when you shut it down for the night.

Shit! How did you know lol.
It was an Accident. I was talking to my mate on MSN and some restart thing popped up for 5 seconds and I pressed Enter, making my PC restart. I then thought it was a virus/glitch or whatever not realising it was an Update so I hit the main power switch XD
When I started my PC up, it said configuring updates and I shouted "F**K."
:D
