Computer wont boot up.

Okay,
My moms computer stopped booting up, probably becuase she always turned it off by holding down the power button (Shes 75 give her break). Anyway heres the problem:

The blue light that indicates that the computer is on, never turned on. The CD drive opens, and i can hear the fan. Actually, the fan is very loud. When i mean, very... i mean it sounds like a jet engine is in the room!
So far i have done:
reseting the BIOS by taking out the battery.

I removed the hard drive,

Moved around the 2 sticks of ram.

Removed the battery.

Unplugged everyhting and plugged it all back in.

Took out CD drive.

Tried all of the above, nothing works.
Note:
Power light flashes on for a second upon turning on
Keyboard light flashes on for a second, upon turning on

The PC is a microPC | Acer AX1200 desktop PC |

So do you think it is the Motherboard, CPU, or PSU?

Harddrive no doubt, also the battery only resets the CMOS which is part of the BIOS. Look it up for more details. Anyways they say supposedly the improper shutdowns remove 8hrs of harddrive life every time although I'm not sure thats true though it could be.

But if was the hard drive, the computer would still boot up to at least the post right?

It should get as far as the introductory screen when the mobo and whatsnot is loading. The fact the fan is whirring (which is typical during boot) means that the process is going far, but seems to be stalling.

I know the motherboard is getting power, i just checked it all with a voltage meter. So its not the PSU, so it either
A: Motherboard
B: CPU
C: Hard Drive.

The i/o ports on the motherbaord are working, becuase the keyboard lights flash on for a second.
By the way, the monitor stays black the whole time.

Video card is no doubt a possibilty due to what your describing

The videocard is integrated.
I'm starting to think cpu now
